I am instructed by the Director the War Trade Department to acknow- ledge the receipt of your letter of the 27th ultimo relative to the proposed export of Knotted Hemp from Hong Kong to Switzerland and to state, for the information of Mr. Secretary Long, that in view of the unsatisfactory report received concerning the consignee he 1s unable to recommend that permission should be granted for the export of the goods in question.
